ノーリードの危険性

たまに街中や公園で、わんちゃんにリードを付けないでお散歩をされている飼い主を見かけたことはありませんか？

しつけも出来ていて大人しいわんちゃんはリードを付けずにお散歩に行ってもいいのでしょうか？ 答えは【NO】です。

例えしつけが出来ていて、絶対に飼い主さんの言うことを聞くわんちゃんでも、自宅の敷地内やノーリードが許可されているドッグラン等以外でリードを付けずに散歩させることは法律違反になります。

『動物の愛護及び管理に関する法律』の中に、動物の所有者又は占有者は、「動物が人の生命，身体若しくは財産に害を加え，又は人に迷惑を及ぼすことのないように努めなければならない」（同法７条１項）と定められています。

さらに具体的な措置や罰則は各地方公共団体の条例で定められています。 ちなみに、東京都で定められている『東京都動物の愛護及び管理に関する条例』では、犬を逸走させないため、犬をさく、おりその他囲いの中で、又は人の生命若しくは身体に危害を加えるおそれのない場所において固定した物に綱若しくは鎖で確実につないで、飼養又は保管をすること。（同法第９条１項） と定められており、これに違反した者には拘留又は科料に処する。（同法第４０条１項）とあり、罰則も定められています。

では、「人の生命、身体若しくは財産に害を加え、又は人に迷惑を及ぼすことのないように努めなければならない」とはどういうことなのでしょうか？ 世の中には、わんちゃんが好きな人もいれば、わんちゃんが苦手な方もいます。

わんちゃんが怖い方やわんちゃんが嫌いな方もいます。 わんちゃんが苦手な方やわんちゃんが怖い方からすると、例えリードが付いていないわんちゃんが小さな小型犬だとしても恐怖の対象になっています。

もしかしたら自分に襲いかかってくるのではないか？噛みつかれて怪我をするのではないか？という恐怖心を与えてしまっているのです。 わんちゃんをノーリードにしている飼い主さんの中には、「うちのコはちゃんと訓練されているから大丈夫」や「うちのコは絶対に噛まないから大丈夫」と言う方もいらっしゃいますが、『１００％大丈夫』ということはあり得ません。

もしかすると突然大きな音がしてパニックになり逃げてしまうかもしれません。急に知らない人から触られてビックリして歯を当ててしまうかもしれません。

また、『訓練されている犬』『絶対噛まない犬』かどうかは、飼い主さん以外分からない情報です。 周りの他人から見れば、もしかしたら自分を襲いに来るかもしれない動物が何も付けないでウロウロしているとしか思えません。

飼い主さんは、街中や公園のような公共の場にわんちゃんを連れて行く以上、常に『犬が苦手な人や怖い人もいるから気をつけよう』という意識を持ってお散歩に行くことが大切です。

また、ノーリードのお散歩は自身の愛犬の身にも危険を及ぼす可能性があります。 先程述べたように、急な音や刺激でパニックになり道路に飛び出し車に轢かれてしまうかもしれません。 犬が嫌いな方から危害を加えられるかもしれません。

少し珍しいケースですが、体重の軽い小型犬が鳶にさらわれてしまったというトラブルも実際に起きています。ノーリードは他人に迷惑をかけるだけでなく自身の愛犬にも危害が及ぶ可能性があります。絶対にノーリードでのお散歩はやめましょう。 最後に、一点お伝えしたいことがあります。

ノーリードにしている飼い主さんにお話を聞くと「リードに繋がれていて犬が可愛そうだから、リードを離してあげている」という応えが返ってくることが多いです。 しかし、リードは犬の自由を奪い縛りつけている物ではなく、愛犬の身に危険が及ばないように飼い主さんが命を守ってあげている物です。

例えば小さなお子様と外を歩く際に親は必ず手を繋いで一緒に歩くと思います。 それは子供の自由を奪い縛り付けるためではなく、子供の命を守るためです。 子供の手をしっかり繋ぎ、「あなたの命は私達が守るから安心してね」と伝えてあげれば子供はその手や声から親の愛情を感じ取ります。 わんちゃんも、飼い主さんがしっかり持ったリードや「大丈夫だよ。安心してね」と言った声から愛情を感じ取ります。

是非、これからわんちゃんの散歩に行くときはしっかりとリードを持って「あなたの命は私が守るから安心してね」と伝えながら楽しくお散歩に出かけてみてください。 きっと愛犬はあなたのことを心から信頼し、今よりももっと深い絆で結ばれるはずです。

The dangers of keeping dogs off leash

Sometimes happen to see people who have their dogs off their leash in town. Is it okay to let your dog run freely? The answer is “NO”. Aside from on your home property or in an off leash permitted dog park, it’s illegal to walk around off leash in Japan, even if your dog is a well-trained dog.
In addition, penalty measures have been established by the state and local public councils.

Some people in the world are afraid of dogs, even small dogs, especially when dogs are off leash.
“What if they attack me?”
“What if I get seriously bitten by them and get injured?”
Your dog may not be trying to scare other people, but those who are afraid of dogs don’t understand this. Furthermore, we cannot predict the actions of others and our pets when they are intimidated.
Your dog may escape if they panic from hearing loud, frightening noises such as sirens, loud bangs or crashes.
Your dog may bite without warning if they are suddenly touched by a stranger.
Others cannot tell that your dog is well-trained or that your dog will never bite people. The information is only known to you.
When you walk in a public place with your dog, please keep in mind that some people don’t like dogs.

In addition, there are too many dangers of your dog off leash. As I mentioned before, your dog could possibly get into a panic due to a loud bang or other overstimulation. This may cause your dog to flee and injure themselves, like getting into the path of a car or bike. Another danger would include, your dog being harmed by dangerous people who despise dogs. In addition, this is a rare case, but once a small dog was almost taken by a hawk. The list goes on and on. A dog off leash is not only may bring trouble to someone but also, there is always a risk of the dog injuring themselves.

Above all, there is one other point I’d like to address.
When I ask dog owners about having their dog off leash, they usually say. “I feel so bad for my dog being always kept on a leash.” But, the leash doesn’t take away your dog’s freedom. It helps you protect your dog from the dangers of the world.
For instance, parents and their infant always walk around holding hands. This act protects the infant but doesn’t take away their freedom. The parents can keep them close and connect with them through kind words. Their children can understand their actions and feel their love. The same is true of dogs. Dogs can feel the owner’s love when their owners talk to them and bond through the connecting leash.
So, please keep your dog on a leash when you walk outside and let them know that “Don’t worry, I’ll protect you”. Your dog will trust you more.
Moreover, you and your dog will be tied with a stronger bond than now.
